Public WARN filings arrive after leadership has already decided. These are the five internal signals that show up before the news does — score them in 30 seconds.

  • Have open requisitions been closed, paused, or 'reviewed' in the last 90 days?

    The single loudest quiet signal. Recruiters go quiet 4-8 weeks before a public announcement.

  • Has non-essential travel, offsites, or conference budget been frozen?

    Travel is the first discretionary line CFOs cut. Usually 6-10 weeks before a headcount action.

  • Have there been 2+ re-orgs, leadership changes, or scope shuffles in the last 6 months?

    Repeated re-orgs are how leadership tests structures before they announce a smaller one.

  • Have tools, contractors, or perks been cut in the last 90 days?

    Sunsetting SaaS + ending contractor extensions frees cash and quietly reduces the org's dependency on people who are about to leave.

  • Have exec or senior IC departures accelerated (and gone unbackfilled)?

    When senior people leave and aren't replaced, the org is being run down on purpose. Watch backfills, not just departures.

Why these five signals?

Public WARN Act filings are the last step, not the first. Between the leadership decision and the filing, the org leaks its intent in the same order almost every time:

  1. Hiring freeze / req pause. Recruiters go quiet 4-8 weeks before an announcement. Loudest single signal.
  2. Travel + offsite freeze. The first discretionary line a CFO cuts. Cheap to reverse, so it moves fast.
  3. Repeated re-orgs. Leadership testing smaller structures before naming which ones stay.
  4. Tools + contractor cuts. SaaS sunsetting and contractor non-renewals reduce the org's dependence on people who are about to leave.
  5. Unbackfilled senior departures. Not replacing people is a cheaper reduction than laying them off.
